An Austrian Team of carbon and transport experts led by Energy Changes started a project aiming at developing the carbon potential for Urban Transport Projects. Over the next 12 months, the team consisting of Energy Changes, Allplan, Camco, Herry Consult and KWI (ConPlusUltra) will develop a methodology aiming at capturing emission reductions from urban transport projects. This methodology will be applied in two urban transport projects financed by the EBRD. The project is financed by the Austrian Fund for Municipal Infrastructure under the EBRD.

Work aims at developing a robust methodology that would give urban transport projects with emission reductions the opportunity to generate revenues from the sale of carbon credits. Under the current assignment the project team will develop a new methodology with regards to application under standards suitable for the two EBRD-funded projects in Poland and Turkey - the Warsaw Metro Extension project and Bursa Light Rail Tram project respectively.

The methodology should give the opportunity to be applicable to one or more carbon credit instruments, such as Joint Implementation, CDM, Gold Standard, or others. It is planned that these will be used in various host countries eligible for future approval requests through the CDM Executive Board.

For these projects, the Austrian Team will prepare the required qualification documents (including Project Design Document, Monitoring Plans and applicable validation/determination), and assist sponsors of the pilot projects in the qualification process and documentation on both national and international levels.
